This directive is contained in a ministerial letter addressed to internet service providers of network access point (NAP). The letter, signed by Communication and Informatics Minister Budi Arie Setiadi, contains three instructions.

The first is to terminate access suspected of being used for online gambling, especially from and to Cambodia and Davao, the Philippines, within 3 working days of the letter being signed. Second, to evaluate the period of cut-off and restore if the situation is conducive. Lastly, to report the cut-off measures and implementation results for evaluation and follow-up.
